Chattanooga is buzzing with excitement as the city witnesses a significant step towards affordable housing! Right now, four wooden modules that will be transformed into a charming three-bedroom modular home are sitting in a parking lot near the Kordsa plant. These aren’t just any modules—they are the first creations from CNE Homes, a fresh spin-off of the established nonprofit developer Chattanooga Neighborhood Enterprise. What’s even more thrilling? CNE Homes is expected to launch officially this coming Monday!
As part of its broader vision, the Chattanooga Housing Authority recently broke ground on what’s being called the “James A Henry Community Hub”. This project is a pivotal part of the ambitious “One Westside” development plan, which aims to not only reshape the housing landscape but also bring much-needed revitalization to the area. The goal? To add 1,200 new housing units close to downtown Chattanooga, made possible by replacing several hundred existing homes.
City leaders are putting a strong emphasis on the importance of creating a mixed-income neighborhood. This initiative comes in a part of the city where many families are struggling with an average income of less than $15,000 annually. There’s no doubt that the demand for affordable housing has never been higher!
However, with any significant development comes concerns. Residents are expressing their worries that these new projects might lead to skyrocketing housing prices, even though the plan is intended to ease housing costs in the long run. But many in the area, including those from College Hill Courts, have described the developments as “long overdue”. They are hopeful that the enhancements will boost not just safety but also affordability in their neighborhoods.

In a sigh of relief for many, the federal government has pledged a generous $50 million towards this new neighborhood development under the One Westside Plan. To further address concerns about affordability, officials from the Chattanooga Housing Authority reassured current residents that their rents would not increase, thanks to innovative project-based vouchers aimed at providing financial support.
Residents can look forward to the first phase of residential construction breaking ground in January 2025. As Chattanooga strives to be a leader in affordable housing solutions, it became the very first city in Tennessee to introduce Voluntary Attainable Housing Incentives just this January. This initiative encourages developers to create housing priced at 80% of Area Median Income or below, thanks to some positive changes in state law which now enable local governments to offer incentives.
For context, a two-person household in Chattanooga earning 80% of the Area Median Income has an annual income of around $56,000. This program aims to increase the supply of attainable housing options without requiring upfront financial commitments from the city.
