It all began on September 19th when the mother of the young girl reached out for help at the Family Justice Center. Her concerns were grave and founded. The legal documents reveal that she had heard allegations that her daughter was involved in sexual relations with Herrera-Escobar. Following the report, a case manager from the Department of Children’s Services (DCS) was assigned to the family.
